Yes, the item is 28 feet in length. Not sure about using it to attach to a boat cover. Not sure if it would hold up out doors.

2. What is material made of and how do they hang on the track. Think my hooks are like pinch hooks.

The material is reinforced sewn elastic (water and tear resistant). They hang from small u-type hooks that run across the top of the curtain similar to the way a shower curtain would hang.
